Good day. Our compliance team has entered the chat, as they say. We are a European company and they want to know exactly who we are transacting with on address space, where the money goes, and whether the whole arrangement holds up under EU rules. My instinct is that this is fine, but instinct is not documentation. For anyone operating in the EU and leasing or buying space, what does your compliance file actually contain, and what do you ask providers for? We have never had to document any of this before, so I am starting from a completely blank page here.

Your compliance team is going to want the same things ours did. Ask the provider for their KYC process in writing, verification that the counterparty is the actual registry holder, the contract governing law and jurisdiction, and evidence of escrow for purchases. For leases, get the abuse handling responsibility documented too, since that is a regulatory exposure question as much as an operational one. We keep all of that on file for our arrangements with InterLIR Global https://interlir.global/ , and it satisfied our auditors without drama. Honest note: this adds a week or two to any deal. Build it into your timeline rather than treating it as a surprise.
